为优化外籍来雅人员支付服务，中国人民银行雅安市分行积极引导相关机构构建多元化支付场景、满足多样化支付方式，为外籍来雅人员提供便捷、安全的涉外支付服务体验。目前，已为外籍来雅人员提供刷卡支付、现金支付、移动支付等支付服务，涵盖出行、购物、文娱、生活、用餐等消费场景。

In order to optimize payment services for international vistors, the People's Bank of China, Yaan Branch has been committed to diversify payment methods and scenarios and provide more convenient and safe payment services by giving instructions to relevant institutions. At present, services like international card payment, cash payment, mobile payment can all be enjoyed by international vistors in Yaan, covering various scenarios, such as transportation, shopping, entertainment, daily consumption and dining.

一、银行卡刷卡支付

1. International credit cards Payment

外籍来雅人员可以使用VISA、mastercard、Diners Club、Discover等境外信用卡在市内可受理外卡的景区、商超百货、酒店等场景直接刷卡支付。（具体商户和地址可在“附件1雅安市内可受理外卡商户情况统计汇总表.xls”查看。）

You can directly pay with international credit cards such as VISA, mastercard, Diners Club, Discover, etc. to pay by swiping their cards directly in scenic areas, supermarkets and hotels where international credit cards are accepted.(Specific supermarkets, hotels, etc. can be viewed in "Specific merchants.xls".)

二、现金支付

2. Cash Payment

如果外籍来雅人员有现金支付的需求和消费习惯，可采取如下方式：

目前，雅安有17个银行网点和256台ATM机均支持境外银行卡支取现金或外币兑换人民币。用户可电话预约，持有效身份证件、境外银行卡自行前往办理现金业务，取现后使用现金支付。（具体网点及其地址、咨询电话可在“附件2雅安市可外卡取现的网点情况统计汇总表.xls”查看。具体ATM机可致电下方相关银行雅安市分行电话咨询）

If you need to pay in cash, you can take the following ways:

At present, Yaan has 17 authorized bank outlets and 256 ATMs that support RMB cash withdrawal and foreign currency exchange with international bank cards. You can visit them and withdraw RMB with your valid identity documents and international bank cards. (Authorized bank outlets, their addresses and telephone numbers can be viewed in the following "Authorized bank outlets.xls". For specific ATMs, please call the relevant bank in below table for a convenient location.)

用户可使用云闪付、微信、支付宝绑定境外银行卡进行支付，需先下载安装注册任一app后，准备好国际银行卡与相关身份证件后进行绑定。

以下是具体的使用指南和绑卡方式：

You can pay with an added international bank card in UnionPay Quick Pass, WeChat Pay or Alipay App. You need to download and register UnionPay Quick Pass, WeChat or Alipay App in your app store, and then add your international bank card and related identity documents.

外籍来雅人士可持有效证件通过“云闪付”线上申卡，随充随用。

You can apply for a card online through“China UnionPay Quick Pass”with valid documents. It allows for immediate use after topping up. Currently, within Yaan city.

如有需要，外籍来雅人员可以持有效身份证至境内银行网点开立银行卡。

If necessary, you can go to a domestic bank branches with a valid ID to open a bank card.

（一）需携带的材料

(1) Information required to open a private account

港澳台居民及外国公民办理个人开户业务需要准备有效身份证件：

1.香港、澳门特别行政区居民为港澳居民来往内地通行证或港澳居民居住证；

2.台湾地区居民为台湾居民来往大陆通行证或台湾居民居住证；

3.外国公民为外国人永久居留身份证、护照或短期签证。

The following valid identification documents are required:

1. The Mainland Travel Permit for Hong Kong and Macau Residents, or the Residence Permit for Hong Kong and Macau Residents, if you are a resident from Hong Kong Special Administrative Region or Macau Special Administrative Region;

2. The Mainland Travel Permit for Taiwan Residents, or the Residence Permit for Taiwan Residents, if you are a resident from Taiwan region;

3. The Foreign Permannent Resident ID Card, the passport or Short-term Visa, if you are a foreign citizen.

（二）开户流程

携上述材料至银行网点填写开户申请书，签署相关产品协议并提供个人信息授权后，现场审核通过，当场完成开户。

Visit a Bank and have the above-mentioned documents at hand. Fill out the application form, sign relevant agreements, and grant access to your personal information. Your account will be opened after on-site verifi-cation is completed.

六、数字人民币支付  

6. Digital RMB payments

您可使用境外手机号在数字人民币APP注册并开通数字人民币钱包，使用Visa或MasterCard充值后使用，后续钱包中如有余额，可存回境外卡。具体操作方式如下：
